Do non-enterprise schools get the ability to set "Everyone" or "Schoology Users" privacy settings


I'm curious if Schoology has made a business-level change in the last while.  Two years ago I created two "schools" (one for each of our campuses) in Schoology.  Each has been using the free mode of Schoology and we haven't had any problems with them.

This week I had to create another "school".  Unlike the other two, this new one has lock symbols down the entire "Everyone" and "Schoology Users" columns in the privacy settings for both Courses and Groups.

Is there any way to change this / get this changed?
