Hi Caitlyn,
This behavior likely has to do with the User Permissions settings at your district/organization.
For example, the Student role that your account is associated with may not permit you to administer a course (add materials, edit, etc.) even if you are made a "course admin." Your district will either have to provision an account with different permissions for you or edit their permission settings for the Student role.
